CLAN CHARTER

This charter is not intended to impose will or excise control of a few over the majority. Truly, it is intended to bring organization and structure to the clan in order to better its development, ensure its longevity, and create a legacy.

Simply, this charter is based upon a council and status system, which is reinforced by a ranking structure to designate authority and respect. The ranking and status achievements are intentionally linked to promote the desired traits of dedication, skill, and leadership among clan members, and to provide recognition by their own teammates for the exhibition of those qualities, as well as the adherence to the fundamental clan principles.

 
FUNDAMENTAL CLAN PRINCIPLES
1. The clan is for the enjoyment of its members. As a whole, those who join have decided that competition with those of like mind is what makes it enjoyable.

2. All clan members are expected and encouraged to make every effort to ensure that their personal life does not suffer at the expense of the clan.

3. As a member of this clan you are always, in some capacity or another, a representative of us all. Clansmen are expected to conduct themselves in a manner as not to bring doubt concerning the reputation this clan has built.

4. All members will accord themselves to the rules of the leagues in which the clan actively competes. If there are multiple sets of rules, then the strictest common rule shall be the one abided.

5. All Clansmen must make themselves aware of clan activities, and REPORT their committed status to those activities.

6. All clan gatherings, except those designated otherwise, are for the specific purpose of clan business and should be afforded your utmost attention. Disruption of clan proceedings should not and cannot be tolerated.

7. Failure to make your commitment to clan activities known, or the repeated disruption of clan proceedings may, and most likely will, result in others being considered before you for participation in clan activities.

8. Accepting job duties within the clan is an important and time-consuming responsibility. There is no shame in declining a job offer within the clan, especially when knowing that you honestly cannot give the time and attention to your clansmen that the job would demand.
 

MEMBERSHIP STATUS DESCRIPTIONS

RECRUIT:

A RECRUIT is anyone who has successfully completed a tryout, and is asked to join the clan on a probationary basis. The probationary period for a recruit must include a minimum of two (2) weeks of active duty and participation in a minimum of four (4) league clan battles. Additionally, the probationary period may be extended by suggestion of the High Council, but not to exceed three (3) extra weeks of active duty or participation in four (4) extra league clan battles.

A Recruit holds the rank of PRIVATE, during his entire probationary period.

Since a Recruit is not an officially recognized MEMBER of the clan, they are not entitled to the rights and privileges of that status. Therefore, no Recruit may cast vote in a general clan election, hold seat on any council, hold any job, or be placed on the INACTIVE roster.

Please note that becoming a Recruit for the clan, does not in any way guarantee that you will also become a Member of the clan.

A Recruit must identify themselves, at all times, by the display of a lower case letter “r” at the end of their clan tag, unless otherwise ordered. EXAMPLE:  |IKKr|

 

MEMBER:

A MEMBER is any clansman who has fulfilled the requirements of their probationary period, and has achieved the minimum rank of PRIVATE FIRST CLASS.

Once achieving Member status, that clansman may participate in any general clan vote. Notably, a COORDINATOR is elected by a vote among all ACTIVE clan MEMBERS.

Other privileges of Member status, such as eligibility to hold job titles or be placed on the INACTIVE roster, are directly tied to the achievement of specified minimum ranks.

CLAN COUNCIL:

The Clan Council consists of all ACTIVE MEMBERS who have achieved the minimum rank of SERGEANT.

The Clan Council votes to elect the clan COMMANDER and to appoint Members to SECOND CLASS JOB positions.

The Clan Council also functions as a promotion board, thereby reviewing eligibility requirements and voting on the promotion in rank of all Members.

The function of the Clan Council should be to define and execute clan policy and procedures, making sure that the ideals and needs of the majority are served.

 

HIGH CLOUNCIL:

The clan’s High Council consists of a combination of all ACTIVE members who hold the job titles of Commander and Coordinator and/or have achieved the minimum rank of MAJOR.

Ideally, the High Council, due to its makeup of high ranked officers and Members who hold the most esteemed positions within the clan, should serve to create directives and goals for the clan as a whole, thereby improving the quality of the clan in skill, attitude, and reputation. Acting as a guide and mentor, the High Council’s actions should prove to enhance the status of the clan within the on-line community, performing as, or appointing, official representatives.

The High Council appoints Members to the FIRST CLASS JOB positions. Additionally, the High Council may move to initiate a vote within either the Clan Council and/or the general clan membership.

 

ROSTER STATUS DESCRIPTIONS

ACTIVE ROSTER:

The ACTIVE ROSTER is made up of MEMBERS and RECRUITS who actively participate in clan practices, scrimmages, battles, meetings, etc… on a frequent and consistent basis.

 

INACTIVE ROSTER:

The INACTIVE ROSTER is a privilege of MEMBERS who hold the minimum rank of CORPORAL.

Use of the Inactive Roster is intended for clansmen who fully expect to return to regular and complete active duty. It is not for the purpose of holding a roster position open for those individuals who either have no real hope of returning to active duty in the near future, or are participating in other activities considered “parallel” to those of the clan. EXAMPLE: Membership in another clan, competing in other on-line activities, etc… are not acceptable reasons for requesting Inactive Roster status.

Members who are placed on the Inactive Roster may not participate in any clan vote.

 

VOTING PROCEDURES

·         Concerning what type of measurement should be used to determine if a passing majority vote has been reached, the voting body should follow these general guidelines. In ballots that pertain to the status of clansmen (i.e. promotions of rank, appointments to Job positions, extending invitations to potential recruits, etc…), only a number of votes exceeding fifty (50) per cent of the total votes cast are needed to pass. In ballots that pertain to issues that would impact the very nature of the clan in its current state (i.e. changes to the clan charter, clan policies and/or procedures, joining a league of competition, merger with another clan, etc…), a number of votes that equal or exceed three-fifths (3/5) of the total votes cast are needed to pass.

·         All voting concerning the promotion in rank, or the appointment to Job positions, of clansmen is to be held only by PRIVATE BALLOT. The clansmen, who are being voted on, may NOT be present when the ballots concerning them are cast, nor participate in the voting process themselves. Additionally, ballots cast by each Council member are to be withheld, and not made known to the specific clansmen.

·         All voting concerning decisions affecting clan activities, policies, procedures, etc… are to be held by OPEN BALLOT.



JOB DESCRIPTIONS – FIRST CLASS

COMMANDER:

The COMMANDER is the leader of the clan, elected by a majority vote among the members of the CLAN COUNCIL, to serve for a term of four (4) months. Additionally, a member may not serve as Commander for more than three (3) consecutive terms.

The Commander of the clan holds a rank no lower than that of MAJOR.

The Commander presides over the HIGH COUNCIL and Clan Council, as well as any other general clan meetings, and all job titles within the clan ultimately fall under his “supervision.”

 

COORDINATOR:

A COORDINATOR is one who leads either the offensive or defensive teams and is elected by a majority vote among all ACTIVE clan MEMBERS, to serve for a term of six (6) months. Additionally, a member may not serve as Coordinator for more than two (2) consecutive terms. Ideally, there should be a separate coordinator for both the offense and the defensive teams.

A Coordinator manages their team in terms of tactical planning and effectiveness, member preparedness, and overall team performance.

A Coordinator of the clan holds a rank no lower than that of CAPTAIN.

A Coordinator is a member of both the HIGH COUNCIL and CLAN COUNCIL.

 

PERSONNEL OFFICER:

The PERSONNEL OFFICER is in charge of recruitment activities for the clan, and is appointed by the MEMBERS of the HIGH COUNCIL.

The Personnel Officer is the point of contact for people seeking entrance into the clan. Conducting pre-tryout screening, making recommendations for those to be granted tryouts, and coordinating the tryouts themselves. As a condition, all tryouts should be scheduled to include the participation of at least one, if not all, of the Coordinators.

The Personnel Officer is responsible for the documentation of clansmen attendance at all official clan activities (e.g. league sanctioned clan battles, practices, scrimmages, etc…). Additionally, the Personnel Officer receives and reports requests by members who are seeking INACTIVE ROSTER status.

The Personnel Officer will work with the Webmaster(s) to ensure that clansmen’s personal information is current and kept up to date, on the clan web site.

The Personnel Officer, as an official representative of the clan, must hold a rank no lower than that of LIEUTENANT.

 

LEAGUE OFFICER:

A LEAGUE OFFICER is one who is the primary contact and organizer for a competitive league in which the clan participates, and is appointed by the High Council. A single Member may act as a contact for multiple leagues.

A League Officer is responsible for relaying correspondence between the clan and an administrator of the league, for which they are assigned. Such correspondence would include confirmation of scheduled matches or challenges, match results, rule changes, etc… Also a League Officer would be responsible for booking servers, if necessary. Additionally, a League Officer would also be accountable for assuring that servers used in league sanctioned clan battles, whether procured by the clan or the opposing clan, meet the specifications set forth in the rules of the league in which that clan battle is fought.

A League Officer, as an official representative of the clan, must hold a rank no lower than that of LIEUTENANT.

 

WEBMASTER:

The WEBMASTER publishes and maintains the clan’s Internet presence on the World Wide Web.

Due to the rules of some competitive leagues in which the clan may participate, the Webmaster must ensure that the content of the website is current and accurate. The Webmaster should work and consult with the PERSONNEL OFFICER to ensure clansmen’s personal information and roster status is kept correct and up to date, on the website.

As a general rule, only an OFFICER may hold any position that acts as a direct representative of the clan. However, due to the specialized skills needed for the position, any Member who holds the minimum rank of SERGEANT may hold the job title of Webmaster.

The Webmaster is appointed by the Members of the High Council.

JOB DESCRIPTIONS – SECOND CLASS

SCOUT:

A SCOUT is one who collects information pertaining to opponents of the clan, reporting information relating to tactics used, server performance, clan disposition, clan battle history, etc… anything that may aid in the specific preparation of battle with that opponent.

A Scout must perform their “data gathering” activities in manner that is respectful to the clan they are researching. If direct contact must be made with that clan, consult a member of the HIGH COUNCIL for further instructions. A Scout should have working knowledge of the opposing clan’s roster and players, in case a question should arise before, during or after a match.

A Scout is NOT an official representative of the clan, and discretion must be used whenever direct contact is a possibility.

A Scout must be a MEMBER of the clan who holds a minimum rank of SERGEANT.

A Scout is appointed by the CLAN COUNCIL.

 

CO-WEBMASTER:

A CO-WEBMASTER assists the WEBMASTER in helping publish and maintain content for the clan’s presence on the World Wide Web.

A Co-Webmaster reports directly to the Webmaster, and all content for publishing must be approved by the Webmaster or a member of the HIGH COUNCIL.

A Co-Webmaster must be a Member who holds a minimum rank of SERGEANT.

A Co-Webmaster is appointed by vote of the CLAN COUNCIL.

·         Initial eligibility for promotion will follow one (1) month’s tenure AND participation in four (4) clan battles while holding the current rank.

·         Promotions are granted based upon a secret vote by the CLAN COUNCIL, only once the requirements for promotion eligibility have been fulfilled.

·         The HIGH COUNCIL may initiate a secret vote within the Clan Council for promotion of clansmen, or may institute reasonable stipulations concerning a clansmen’s eligibility for promotion. EXAMPLE: The High Council may deem it necessary that the eligibility period be extended, or include other factors, such as maintaining an expected level of behavior during clan battles or meetings.

·         Once a clansmen has been passed over for promotion, they may not be eligible for promotion again until a time of one (1) month has passed and/or they have participated in four (4) clan battles. The High Council before the announcement of any promotions must set requirements for promotion re-eligibility, of any clansmen.

·         Clansmen may only be passed over for promotion a total of three (3) times. After being passed over for promotion for the third time, that clansman will receive an automatic promotion to the next rank only after completing a final period of re-eligibility requirements.

·         Once achieving the rank of LIEUTENANT, the normal stipulations for eligibility, including automatic promotions, no longer apply. OFFICERS of the clan receive promotions only if a MEMBER of the CLAN COUNCIL calls for a vote on that Officer’s promotion. This is designed to keep those who have worked hard for the clan, to continue to work hard and keep earning the respect of their teammates. Subsequently, a call to vote for the promotion of specific Officer may only be allowed once every thirty (30) days.
